This is excellent intent, and I hope that Aditya Thackeray is successful in making Maharashtra single use plastic free this year.

The idea of focusing on manufacturers and wholesalers is a sensible and practical approach as there are fewer of them, and therefore are easier to control. 

Also, the polluter pays principle is great, as it ensures that the plastic waste has good value. The cash incentive makes it attractive for people to send it back for recycling.

I especially like his reversed terminology for sanitation workers and people who generate waste. That’s the way it should be – “ The waste collectors and conservancy/sanitation workers are ‘safai kamgaars’ and those who generate waste (households and businesses) are the ‘kachrawalas’.”
